Do you have any idea about if it is really necessary, and if so, why?
Or could be Eclipse platform sufficient?

Thanks, but unfortunately we need to distribute it together with
few other plugins providing an integration with our server-side apps.
This is why we need the plugin version rather than RCP.
By the way, if there is an RCP designer that obviously does NOT include
Eclipse SDK, perhaps the Report Designer plugin should work without it
too...
We'll try.
