Thanks for your response. Are these choices mutually exclusive or can I
download the first one and then later download a second one for more
functionality?

Everything in Eclipse is a plugin, so you can always add functionality
by installing more plugins. Those packages are just convenient bundles
that include commonly used plugins together. As Ed said, start with the
first one and then later you can use the Update Manager to install other
features from the Europa Discovery Site (you'll understand what that is
when you go to use the Update Manager via Help > Software Updates > Find
and Install).
On the Downloads page where those packages are listed, there are links
to find out more about each one and to compare what is in each package.
There is also a link (on the right side, IIRC) to an article explaining
how to use the Update Manager.
