Sorry I should have been clearer - There are no project or jsp templates
for creating either a BIRT Web Project or a BIRT JSP file in my version
of Europa / BIRT 2.2.
I have checked the
\plugins\org.eclipse.birt.report.viewer_2.2.0.v20070620\birt \WEB-INF\tlds
directory and the only file there is a birt.tld file. I would have the
birt jars to be there as well.

Have you use BIRT2.2 AllInOne build?
New a BIRT Web Project need some plugins, you can find them in
birt-wtp-integration-sdk-2_2_0.zip which can be downloaded in
http://europa-mirror1.eclipse.org/birt/downloads/build.php?b uild=R-R1-2_2_0-200706261010
