changed.
I have tried to call configurer.setShowPerspective(false) in
preWindowOpen(IWorkbenchWindowConfigurer configurer), but it doesn't have
any effect (in hiding the perpective bar).

Any ideas?

Well, that didn't help on the perspective bar, which is still visible.
But it I can now dock the perspective bar on the right, left etc.
I also get the 2.1 for my single perspective of course.
