About I18N questions on plugin.properties file. [message #245372]

As far as i know plugin.properties file was auto loaded and then plugin.java
was executed.

Can I get control before plugin.properties files was loaded,
I want to write code to change the language properties resource file when
eclipse-plug-in starting.

Anyone could help me.
