As Eclipse has grown, the community has requested more clarity about how
the EMO interprets and applies the Eclipse Development Process.

With the need for more clarity, I have been working with the Eclipse
Council members and the Eclipse Committer and Plug-in Provider
Representatives to come up with some guidelines around the Eclipse
Development Process.

These guidelines cover all phases of the project lifecycle, from
proposal to incubation to implementation to archived. When printed, the
guidelines are about twenty pages, but don't let that scare you away
from clicking through their (hopefully) well organized structure. I hope
that you will agree with me that the guidelines are useful,
comprehensive, correct, and easy to navigate.

Whether they are or not, we would really appreciate your input, advice,
and critiques on this document.
