Take a look at
http://www.eclipse.org/birt/phoenix/deploy/viewerUsage.php
and
http://www.eclipse.org/birt/phoenix/deploy/viewerSetup.php

You can also download the source code for the viewer.
You can also customize the jsp pages that display buttons etc.
