and when I first launched I got a message that the Registery was blocked by
the Administrator. Does Eclipse need to edit the Windows Registery? Next I
built a hello world using the template and it built fine. However when I
launch the debugger I get the following
Error Creating session
Exec error: Launching Failed
Exec error:Launching Failed
Exec error:Launching Failed
Is this related to the Registery message? or is there another problem

Problems could be:
- debugger is not on your path
- debugger is not called gdb (the CDT default)

Yes, but they might not be called "gdb". gdb is normally named something like
aaa-bbb-ccc-gdb or xxx-yyy-gdb. Search for *gdb.exe and see what you find...

I found that the default install of the MinGW does not install gdb and that
it has to be installed seperately. I have it working now.
