Version 1.3.1?? Yikes! You can get version 1.6.0 at
http://java.sun.com/javase/downloads/index.jsp. (You want the
development kit, JDK 6.) If you need earlier releases, you can find
them at http://java.sun.com/javase/downloads/previous.jsp.

It's just saying that your version of jre is to old for your version of
eclipse. You can find all java related files on sun's website.
