Giving focus to another view does not present this behavior in M7 (and I am
pretty sure in previous builds).
Only when changing editors does the editor contributions change.
Which editor and what views?

on WinXP. This is an RCP application but I tried running in full-blown
Eclipse and see the same behavior.

Douglas Pollock noted a bug that seems to address the behavior and is
fixed in M7 ("https://bugs.eclipse.org/bugs/show_bug.cgi?id=50244").
Now that M7 is available will try my plugin there and see if the problem
goes away.
