that are under SVN control. Currently when I do a subversive commit from a

The feature which you requested exists already but in difference from your
proposal it only does not check new resources and places these resources
at the end of resource list.
You can find this option at "Window->Preferences->Team->SVN->Check the new
resources in the commit dialog"
