I suggest you use WXP (VMWare way too slow) + Cygwin (GNU toolchain) +
Eclipse. It's the cheapest one you can probably get.
Eclipse CDT 4.0 has a superior editor. The drawback that the Cygwin
comes with somewhat older compiler (and you might need to upgrade it)
but that is probably irrelevant in your case.
However if you plan to develop UIs, you are in a trouble :)

Is'm not sure what WXP or VMWare is. I use Eclipse CDT and Cygwin.
Make sure you copy the cygwin1.dll file into you windows\system32 directory.
