Hello, can anybody explain
how can i configure code formatter so it will add one or more blank lines
between methods and constructors in the Java source?

This is not possible for now. It will be possible when the new
preference page is ready.

In the mean time, you can use the much more advanced Jalopy plugin, also
free, which will do all that and a lot more for you.
