Basic support to deactivate plugins [message #14155]

Hello,

I implemented and released in the Dynamic_plugins branch a basic support for
the plugins deactivation.
This is just an attempt to start doing progress and get the feeling of what
will be our problems. There are obviously places for improvements.

The solution is described with more or less details on the website. There is
also questions that needs to be answered...
