I just installed the Eclipse 3.1.2 SDK, and, upon creating a new project,
found that opening any file besides a .java file does not open a
syntax-enabled editor (and none are available within the "Open With..."
option), such as JSPs, XML, etc. Are these editors not installed by
default?

They are extensions to the base product. See
http://www.eclipse.org/webtools/
Note, there are also third-party (free and commercial) offerings for
those things, too. The WTP link above is an official Eclipse Foundation
project.
Hope this helps,
Eric
