As I understand it in the default you type in something like

'for'

and then hit Ctl-Enter but when the emacs key binding is engaged, it
doesn't seem to work and I am wondering where the key binding can be set
or what is the default emacs key binding for this.

The key binding is the same as for content assist i.e. Alt+/
