Most likely you have downloaded the platform runtime binary?
This drop does not the Java development tools and Plug-in Development
Environment.
You need to get the full Eclipse SDK.

Start here:
http://download2.eclipse.org/downloads/index.php

Pick the build you are interested in, click its link and then download the
SDK drop.
