You need the WTP (Web Tools Project).

Remove the ns_ from if replying by e-mail (but keep posts in the
newsgroups if possible).

I did run the eclipse.exe from my WTP directory and now have all the
options. I read somewhere that it was smart to put all your plugins in a
different directory than the ones in your main eclipse directory. Is this
a good practice? If so, what do I need to do to create JSP files?

Everything, except for downloading WTP.

Seriously, when you installed WTP "all in one" you don't need to link
that with your other Eclipse installation at all. Just run the WTP
all-in-one by itself. I don't know where you got the idea to go into
plug-in development, but that is not relevant in your case (unless I'm
missing something and you are wanting to develop your own plugins for
Eclipse).
Just run the WTP installation and you should be good to go.
