You could certainly copy the SWT implementaiton and port it to figures,
since distribution via GEF would fulfil the license. However, the treatment
of width/height hints is slightly different in draw2d. We are looking for
quality code with junit, example snippet, and javadoc. You should have an
understanding of how FlowLayout works. Ideally we should have a use case as
well, since neither the palette nor any examples currently require this type
of layout.
