Sometimes when I create a project, I'd like to attach a "note" to myself.
Maybe I'd like to implement something in the future. Perhaps I'd like to
ask someone a question about the code later on.

Is there a way to attach a ... "floating note" to a project? Something
not really atached to a particular class. I guess I'd call it a "project
comment" that I can read later on to remind me of things I'd like to do
with the project in the future.

You could always put in a comment which start with // TODO. Ecplise will
show it in the tasks view. You can also define your own task types, such
as // PETER
