The disabled cursor is not shown whem creating a part in 3.0 [message #136415]

The disabled cursor is not shown in GEF 3.0 when
LayoutEditPolicy#getCreateCommand returns null or
UnexecutableCommand.INSTANCE. GEF 2.1.3 shows the disabled cursor in the
same circumstances.

I have not reported the bug in bugzilla because there is no entry for GEF
3.0 bugs.

Eclipse 3.0 has not been released too but there is a choice for it in
bugzilla.
