I have two users UA and UB.

With RA, UA adds, UB synchs, and Team>Synchronize shows a difference.
With RB, UA adds, UB synchs, and Team>Synchronize shows NO difference.
Can anyone account for this difference in behavior between RA and RB?
It is as if eclipse is setting the update -d flag is when using RA but not
setting it when using RB.

Can you provide more versions info about CVS/Eclipse platform?

Another bit of information that may matter is that RA has entries in
CVSROOT/modules and RB does not.
