Edwin,
According to the eclipse document the next stage is a creation review.

Excerpt: "The Proposal Phase culminates with a Creation Review. Prior to
this review, the Proposal is disseminated to the Membership at Large for
comment and feedback. During this review, the Proposal is presented and
discussed. This review provides an opportunity for Members to identify any
intellectual property they may have that may be infringed/misappropriated by
the Project without a license to that intellectual property."
Suggestion: We should consider giving folks a short period of time to
read/comment on the updated proposal and then plan to have the creation
review. Is this something you can sort out with Bjorn? If you need my help
just holler.
