Yes, it is possible.
The easiest way is to do Help > Software Updates > Manage Configuration
and from that dialog create a new "Extension Location" into which you
can install plugins (when using the Update Manager to install plugins
one of the steps allows you to choose the location - make sure to select
your new Extension Location instead of the default base Eclipse install
directory).
It is possible to do manually but I don't remember the details.
