I am not sure if I understand you or not, but, In Eclipse you can preview
in HTML of PDF it is up to your choice.

You can install BIRT Viewer web application on Tomcat Application server
and deploy your reports there.

About PDF quality, what do you mean by low quality ? Formatting can not
solve this problem ?

By low quality I was referring to the fact that in PDF Preview charts look
sort of compressed, or distorted - like JPGs saved with a "low quality"
setting. The same charts in HTML preview look much crisper.
