I looked through RTSC-pedia for details on package.xdc's "requires
internal" statement, but nothing turned up - any advice?

Looks like it should be here:

[ Specifically, I think I probably should be using it for bundles... but
wondering how it might apply elsewhere. ]

We're in the process of migrating the docs from the link above to
http://rtsc.eclipse.org/docs-tip/XDCspec_Language_Reference or the
atricles listed there. In particular, the discussion of the requires
will eventually be here:
http://rtsc.eclipse.org/docs-tip/XDCspec_-_package-specifica tion.

Unfortunately this topic is currently no more helpful than the original
source. I'll try to beef it up to (hopefully) answer your question.
