I had a look at possible places where the information might be stored and I
found that the last workspace location is stored in
$HOME/.eclipse/.metadata/.plugins/org.eclipse.ui.workbench/d ialog_settings.xml

On my workstation this file contains some detail about the workspace, but on
my laptop the file does not change. It always contains only the following
two lines:
<?xml version="1.0" encoding="UTF-8"?>
<section name="Workbench"/>

I have set my workbench preferences to 'Prompt for workspace on startup' and
to 'Confirm exit when closing', but it does not do any of these, even
though the boxes are still ticked when I exit and restart eclipse.

So, now each time I start eclipse on the laptop, I need to switch to my
workspace as it always start with the default ($HOME/.eclipse) which has no
projects

As far as I can see, the settings are the same on both instances of eclipse

Any idea what could cause this?

Assuming the installs are identical, same version, same OS, could you have a
permission issue (looks like you run on Linux) ?

No, I checked that first and double-checked it again.

I did also notice now that on the workstation I have a 'preferences.epf'
file in my workspace directory, but on the laptop that file is not present.

..epf is just a preferences export. Did you check logs for errors?

Ah, yes, I forgot that I exported the preferences a while ago on the
workstation.

The only log file that I know of is in $HOME/.eclipse/.metadata/.log
Are there any other?
There were only old log entries in that file. I moved the file and created a
new emty log and stared eclipse again, but no messages was logged.

Under your <wokspace>/.metadata
Also playing with Eclipse own metadata may be a cause for many problems, if
you have already done so.
That is typically a no-no ;-)
BTW, what Eclipse version , java version and OS do you run?
Where did you get eclipse from?
What I would suggest, for now is to try to start eclipse with -clean
If you still have a problem, export your preferences, then try to start with
a clean install of Eclipse, pointing to your workspace, then import your
exported prefs.
