Programatically Writing to the Workbench Toolbar [message #77654]

I know I can add to the Eclipse toolbar by adding actions to the xml file
but what I want to know is if it is possible to alter the toolbar
programatically. I want to be able to add to the toolbar within the java
code. Because under this project I will not know what components need to
be added until run-time so I can't use the xml file for this.
