You have (at least) two choices for getting documentation for java api-s:
1. Use a jdk with sources (src.zip on Sun jdk-s) installed. In this case you
can use F2 for 'hover' help in methods and you can also use the Javadoc
view.
2. Configure the html documentation in Preferences > Java > Installed JREs >
your jdk/jre. After it you can use Shift+F2 to get this external javadoc in
a browser.
If you want a fully searchable documentation and you are on Windows you can
download WinHelp and HtmlHelp format of the J2SE 5.0 documentation from
here: http://www.allimant.org/javadoc/jdk15e.html
