There has to be user inputs in the test case for you to be able to link them
to a datapool.
For example, once you add the create java project test case in the behavior
page, you'll notice that it captures the user inputs and displays them in
the table beside the link to datapool button. You have to select a specific
user input before the link button becomes enabled. See attached screen shot
