In the attached diagram, why the vertical scroll bar for the diagram shows
up when only the hort scrollbar is necessary. And why the hort scroll bar
for the flow container shows up when only the vert scroll bar is necessary.

This has to do with the use of FreeFormLayer as the contents of the
Viewport. It is pessimistic to avoid making more than one layout pass. We
might be able to optimize this.
