I'm trying to figure out how to create a new project (new CVS module)
within Eclipse. The directions told me to share the project as usual, and
enter in all the settings. I follow the routine and choose the new
project (module) name that I want to use and click Finish. I receive an
error:

The server reported an error while performing the "cvs update" command.
DependencyJars: cvs server: cannot open directory
C:/Apps/CVS/ROOT/DependencyJars: No such file or directory
DependencyJars: cvs server: cannot find module `DependencyJars' - ignored

According to the help page I was looking at, it was suppose to create the
new directory/module under CVS. Is there something that I'm missing or
have misconfigured?
