BIRT 1.0 does not support Eclipse 3.1. BIRT release 1.0.1 will work with

I reverted back eclipse to 3.0.2.
Still no luck. I am not able to see the chart designer. When I look into
the plugins installed in eclipse via help menu, I can see all the chart
plugins are there. But I can't see any chart on the report or in the
insert menu also I don't see chart.Also its not there in property editor.

Maybe you missed the EMF plugin. Or maybe the chart plugin is disabled
(check help->software updates->manage configuration: click on the no parking
sign to see which plugins are disabled).

Are you running Eclipse under Linux or Windows? If you use Linux, please
provide some details about which version you are using.
Did you make a fresh install or did you override your Eclipse file back to
3.0.1? If you did override, I suggest to create a new workspace, and if it
still doesn't work, to do a fresh install in a empty directory. Some files
of the older version might still be used.
