Yes.

I think a great place for you to start is with the help provided with
Eclipse.
See Help > Help Contents > Workbench User Guide> Getting started> Ant &
external tools tutorial. Especially the "Eclipse Ant basics" section.

Then come back with more questions on the eclipse.platform newsgroup
