you shoul download the files indicated (GEF,EMF,Visual editor Runtime)
the unzip them in directory that contain eclipse then when you start
eclipse it shoul work fine.

Ken,
1. Download the latest stable build of the Visual Editor
- Go the the VE download page and select the latest Stable build link.
- Download the required versions of EMF and GEF linked to on that
stable build page.
- Download the VE-runtime zip.
2. Unzip the plug-ins
- If you've renamed your Eclipse installation directory
* Create a temporary directory
* Unzip EMF, GEF and VE to this directory
* Move the plugins and features directories placed in this temp
directory into your Eclipse directory (ignore any overwrite warnings)
- Otherwise
* Unzip EMF, GEF and VE to the directory above your Eclipse
installation directory.
3. Run Eclipse
- If you've installed a previous build of VE, remove the
configuration directory in your Eclipse installation directory, or
launch Eclipse with the -clean parameter.
- Launch Eclipse.
4. Create a new Visual Class
- In a Java project, select New from the context menu and select
Visual Class.
The Visual Editor should launch successfully at this point.
