These are missing from the seeding version of GEF.

Is this unfinished business or intentional?
These are used for the Overview box.

Also, you should be using FreeformGraphicalRootEditPart in most cases, and
your contents EditPart should also use a FreeformLayer as its figure. This
allows scrolling to extend into the negative X and Y regions. I believe your
current Editor prevents the user from moving objects and bendpoints into the
negative regions.
