I have resolved to use the 21 representation, at least I get Windows-style
gradients, but still annoying, because only half the text is legible
(white on light-blue? black on dark-blue? Must we suffer this?).

I guess all it would take is to 'load' a different theme, but there are no
different themes, either in the menu or for download.

Is there anything else I can do? I'd like white text on solid dark blue or
gray.

Before, I forgot to mention that the gradients were horizontal, very dark at
the top and very light at the bottom. In this way, neither white nor black
lettering would have been legible.

Modify the colors on the "General>Appearance>Colors and Fonts"
preference page (View and Editor colors section in tree).

There does appear to be a bug resulting in display of rectangles in
un-warranted colors if you click on a Tab directly (Win2k).
