Of course.
The real question, though, is if there could be a common "Run and Debug
configurations..." menu entry - which would essentially display the same
as "Debug Configurations..." today. I mean, there is not exactly a lack of
items to display in the Run menu...

Hmmm... It's not entirely clear to me how a common dialog would impact
this...
