There is an info that PDE repo has been moved to
dev.eclipse.org:/cvsroot/eclipse/pde
but no such a repo exists.

where are PDE sources ?

AFAIK you would still use dev.eclipse.org:/cvsroot/eclipse ... just
expand pde and then check out the plugins

Paul is correct, the repository has not moved, just the project location
within the repository.
