Missing "Other projects" working set when in "Java EE" perspective [message #332259]

I'm using Eclipse Version: 3.4.1, Build id: M20080911-1700 and when
working sets are configured as top level elements in package explorer,
"Other projects" working set, which is present in "Java" perspective, is
missing in "Java EE" perspective. In both perspectives working sets are
configured equally (wish these two perspectives shared working sets
configuration). Is this deliberate or a bug?

PyDev (1.5.0.1251989166) perspective has the same problem with Eclipse 3.5.0 I20090611-1540.

Bug?
