I'm not sure about the update.reconcile property, but the
simpleconfigurator.configURL property points to a bundles.info file
which lists which bundles should be installed and what their start
levels should be. This is then managed by p2 to controlled what is
running in the system.

You could compare the org.eclipse.equinox.simpleconfigurator and the
bundles.info to the old org.eclipse.update.configurator and platform.xml
