The "Workbench User Guide" (org.eclipse.platform.doc.user) is for the
Eclipse SDK.
Is there a doc plug-in for a similar guide that has been scaled down for
the Rich Client Platform?

AFAIK, there isn't one available. It might be possible to generate your
own by taking the platform doc and removing things from the toc.xml (and
other content generators). You would be able to get close (but possibly
still include pages with broken links, if they refer to sections that
were "cut" out).
