If i create project inside workspace the resource plugin create a project
folder with the project name i gave then the contents are created inside my
project folder. If i create project outside the workspace and it is not
creating the project folder inside the non workspace location i gave.I tried
JDT, Plugin Project all of them have the same behaviour. I beleive the
resource plugin should create project folder in the non-workspace location
also. Is this intented behaviour?. I am not quite getting why they created
differently.

You can create a project in the workspace while pointing it to a
location in the file system outside the workspace dir. See
org.eclipse.core.resources.IProject.create(IProjectDescripti on,
IProgressMonitor) and IProjectDescription

Or are you trying to create a project that points to an existing source
tree?
