Many projects have not worked yet on plans for the next release. The
foundation will require all projects to have a draft plan by the
beginning of September and the final plan for all projects will be
available by the end of September. These a new process for plans this
year that will require all projects to make their plan available in a
standard format so that they can all be condensed into a "master plan".
Sounds sinister doesn't it? :-P
