WAR into a web app server such as Tomcat.
The bulk of the work was done under the following Bugzilla entry:

While there are a lot of comments, I recommend you read through them to
see how you can create the WAR that you can deploy into Tomcat/Jetty.
There are comments about documenting the steps and posting in the
Eclipse wiki, but it doesn't look like anyone has done that yet.
I've added eclipse.platform.ua newsgroup to this thread, as that
newsgroup is focused on the help system/user assistance (UA) components.
There are also some postings on eclipse.platform.ua from people who have
tried out this WAR method of deploying the help system.
