Good question. It's the same in the latest Integration build.

That functionality has been replaced by the new p2 component, which is
intended to make updating and config management a lot better. See
http://wiki.eclipse.org/Equinox_p2

You know that Manage Configuration has been replaced by p2 and the new
software updates UI.

But you can get it back, go to Window>Preferences>General>Capabilities
and include "Classic Update"

if you REAAAALLLY miss it.. make sure there is a problem with your
configuration, like the recent ECF version conflict between P2 and ...
(I was trying to install EMF + some other features - the install led to
a second version of the ECF library to get installed and crash P2) with
3.4M6a, and the old UI is going to come back. ;-)

extension locations. Is that correct?

It supports roughly equivalent functionality. Did you read the Getting
Started page?
