I.e. can the restart() method be used in the situation
when we know there are some plugin updates which are not
loaded by currently running Eclipse? There is need to programmatically
restart Eclipse with samestart-up sequence which happens when
using -clean parameter command-line.

After restart we must be sure that all plugin version changes are detected
and cached information from earlier plugin versions is really removed
and the latest information is in use.
