Run eclipse.exe -clean -debug and check the Error Log view of the
contents of the <workspace>/.metadata/.log file to look for problems.
The build.properties file in each plugin has important contents that
might cause problems if they don't specify important files that need to
be deployed, so that's another potential source of problems.
