capturing requirements with use cases should be discussed with the Eclipse Requirements Council, to see how they capture and process input and if they use other tools than bugzilla. Query other Eclipse projects for their experience / tools.

Requirements for the 1.0 release of web tools should be finalized by the end of October. Define themes (with PMC) and query the community for input.
