Off-hand reaction was that EclipseLink could be part of the JEE IDE Package, but not the normal wtp download
Some thought/discussion should take place on if Dali EclipseLink feature should be part of EclipseLink, with Dali proper being able to "plugin" similar runtime-tool sets.
There are two cases, 1) provide out of the box functionality -- pure packaging and 2) improve functionality --requiring compile-time dependancy.
